Who is responsible for the monitoring delivery and quality control of the submitted data?

Monitoring partners are responsible for collecting and sharing the data on time, correcting any mistakes and obtaining missing data. CI and WRI teams (regional and global) will do a final check for quality of the data on the IMP (or KoboToolbox in the case of tree monitoring).
